This study aims to identify the factors causing narcotics criminal acts in North Sumatra and evaluate the law enforcement policies applied in handling this problem.

The North Sumatra Regional Police has been grappling with the issue of narcotics crimes, which has a profound impact on the younger generation and the nation as a whole. This study employs a normative and sociological juridical approach, collecting primary data through field studies and secondary data through literature studies. The informants in this study include police officers from the North Sumatra Regional Police and prisoners at the Tanjung Gusta Medan Penitentiary.

The data obtained from the field studies and literature studies were analyzed qualitatively using the analytical descriptive writing method. This approach allows for a detailed and in-depth analysis of the factors causing narcotics crimes and the effectiveness of law enforcement policies.
