The primary purpose of this study is to analyze the readiness of the Deli Serdang District Health Office in implementing JKN policies. This study uses a qualitative approach and involves ten informants, including health officials, BPJS representatives, and community leaders. Data collection methods include observation and in-depth interviews.

The coordination between the Health Office, BPJS, and Puskesmas also looks weak, with a misunderstanding among BPJS participants regarding membership, as well as a number of referral cases that cannot be claimed.
