The data were then converted into interval data and analyzed using multiple regression analysis.

Results

The results of the analysis showed that partially, there was no significant effect between the budget preparation process variable (X1) on the quality of the budget implementation (Y) with a significance value of T 0.063> 0.05. However, there is a significant influence between the budget participation variable (X2) on the quality of the budget implementation (Y) with a significance value of T 0,000 <0.05. Simultaneous analysis shows that there is a significant influence between the budget preparation process variable (X1) and budget participation (X2) on the quality of budget implementation (Y) of 60.8%. This means that the two variables together have a significant influence on the quality of the budget implementation in Serdang Bedagai Regency. The remaining 39.2% is influenced by other variables that are not examined in this study.

Discussion

The results of this study indicate that budget participation has a significant influence on the quality of budget implementation. This shows that the involvement of stakeholders in the budget preparation process is very important to improve the quality of budget implementation. The study also highlights the importance of improving the budget preparation process, increasing budget participation, and improving the quality of human resources involved in the process of preparing and implementing the budget.

Recommendations

Based on the findings of this study, several recommendations are made to improve the quality of budget implementation in Serdang Bedagai Regency:
