Introduction

To overcome this problem, the government has built toll roads in various regions of Indonesia, including in North Sumatra, especially in the Medan-Binjai and Medan-Tebing Tinggi sections. This study aims to examine the effect of the existence of toll roads on the accessibility index in the Mebidangro region. Secondary data obtained from relevant agencies of district/city roads and previous research, while primary data about travel time obtained through a survey using the "Moving Car Observer" method. These data are then analyzed and modeled using ArcGIS software.

Results

The results of the analysis show that Medan City has the highest accessibility value based on the availability of road networks, with an Alpha index of 0.71. Meanwhile, Serdang Bedagai Regency has the lowest accessibility value with an Alpha index of 0.29. Toll road construction has a significant impact on changes in the accessibility index in the Mebidangro region. The City of Binjai experienced the largest increase in accessibility index, which was 49%, while Deli Serdang Regency experienced the lowest increase, which was 29%.

Discussion

Increasing accessibility due to toll road construction has a positive impact on economic growth in the Mebidangro region. Shorter travel time encourages more efficient movement of goods and services, opens new investment opportunities, and increases the competitiveness of the area. However, it should be noted that toll road construction can also have negative impacts such as increasing greenhouse gas emissions and potential environmental damage. Therefore, infrastructure development needs to be accompanied by integrated environmental mitigation and management efforts.

This analysis shows that toll road infrastructure has an important role in increasing accessibility and connectivity between regions in Mebidangro.
