Understanding the Role of Shield in BPJS Employment

The increase in the number of BPJS Employment participants is a crucial target for each branch, including the Medan City Branch. To achieve this target, the role of "shield", which is the agent in charge of conducting socialization and recruitment of participants, is very important. The shield plays a vital role in promoting the benefits of BPJS Employment and encouraging people to participate in the program. This research was conducted at the Medan Branch Office of the City BPJS Employment by involving 39 shield agents to identify the key competencies required for effective recruitment.

Identifying Key Competencies for Shield Agents

Through a questionnaire filled in by 6 respondents and using the Delphi Panel method, this study identified 13 competencies which were divided into three categories:

Intellectual Competence

Analytical abilities: Shield agents need to have the ability to analyze data and information to make informed decisions.
Knowledge of BPJS Employment: A deep understanding of the BPJS Employment program, its benefits, and various membership schemes is essential for shield agents.
Communication skills: Effective communication is critical for shield agents to explain and answer questions of prospective participants accurately and convincingly.

Emotional Competency

Motivation: Shield agents need to have high motivation to face rejection and challenges in carrying out tasks.
Mental endurance: Mental resilience is necessary for shield agents to cope with stress and pressure.
Ability to build interpersonal relationships: Shield agents need to have empathy and the ability to build good interpersonal relationships with prospective participants.

Social Competence

Ability to adapt: Shield agents need to be able to adapt to various situations and conditions on the ground.
Initiative: Shield agents need to have the initiative to take action and make decisions.
Negotiation ability: Shield agents need to have the ability to negotiate and persuade prospective participants to register.

The Importance of Comprehensive Competency Development

The results of the analysis using the Analytic Hierarchy Process (AHP) method showed that there was no one category of competency that was more dominant than the others. That is, all the competencies mentioned above have an important role in increasing BPJS Employment participation. This study provides an important understanding that to increase the effectiveness of the shield in recruiting participants, competency development must be carried out thoroughly, not only focus on one category.

Recommendations for Improving Shield Competencies

Based on the results of this study, here are some recommendations that can be applied to improve shield competencies and support the increase in BPJS Employment participation:

Sustainable Training

BPJS Employment Medan City Branch needs to organize periodic training that focuses on improving all categories of shield competencies. The training material must be adjusted to the development of the BPJS Employment program and field needs.

Evaluation and Monitoring System

Periodic Evaluation and Monitoring System for Performance Performance is very important to measure the effectiveness of training and get feedback for improvement.

Motivation and Incentives

Providing motivation and incentives to shields that have good performance will increase their enthusiasm and dedication in carrying out their duties.

Conclusion

By increasing the comprehensive shield competence, the Medan City Branch BPJS Employment has a great opportunity to achieve the target of increasing membership and providing protection benefits for more workers in the region. The recommendations provided in this study can be applied to improve shield competencies and support the increase in BPJS Employment participation.
